SafeSites policy to block inappropriate sites

Issue description

We don't have an enterprise policy to restrict access to inappropriate sites.

We already have search-related policies, but no general content policy:

* ForceGoogleSafeSearch: SafeSearch in Google Search is always active
* ForceYouTubeRestrict: Enforces Restricted Mode on YouTube

We also have "safe browsing", but that protects against malicious sites rather than porn:

* SafeBrowsingEnabled: Enables Safe Browsing

We could implement a site filter using the same Safe Search API used by Google Search. We already have this preference for supervised users (profile.managed.safe_sites). We'll need a policy version for public sessions for Demo Mode; why not extend it to user policy as well?

Proposed policy would be called SafeSitesEnabled, although someone should come up with an admin-facing policy name that isn't confused with "Enable Safe Browsing". The fact that it uses the Safe Search API is really an implementation detail.
