repo sync errors | android.googlesource.com is serving 400s

When I attempt to repo sync, I get a lot of messages like:

fatal: unable to access 'https://android.googlesource.com/platform/external/libcxx/': The requested URL returned error: 400

although I can visit this url just fine from my browser.

Any other reports of this?
