media/controls/paint-controls-webkit-appearance-none-custom-bg.html flaky

virtual/video-surface-layer/media/controls/paint-controls-webkit-appearance-none-custom-bg.html is flaking on Windows. Looks like the image sometimes has the overlay play button and sometimes doesn't.

Disabling for now
