[MacViewsBrowser] Right click broken in modal signin dialog

Issue description

Chrome Version: 69.0.3445.2, 69.0.3447.2, 563740
OS: macOS 10.13.4 (17E202)

What steps will reproduce the problem?
(1) Start chrome/chromium with --user-data-dir=/tmp/t1 --disable-field-trial-config --enable-features=ViewsBrowserWindows
(2) Click sign in. You should hopefully get a modal dialog, and not a google signin page in a regular new tab. This ONLY reproduces in the modal dialog.
(3) Right click anywhere in the modal (e.g. in the "email or phone" text box)

What is the expected result?
Right click menu (cut, copy, paste, etc)

What happens instead?
The hovered word gets selected (like a usual right click) but the menu doesn't open

Somewhat related:  issue 776304 

It's unclear whether the modal dialog is currently being phased out. It seems somehow tied with the AccountConsistency field trial.
If that type of modal is being discontinued entirely, then maybe this bug will disappear automatically.
 
If you get the signin page instead of the modal dialog, try a chromium build:
