Make CrOS Chrome compile and run on Linux

Issue description

Given that it's a Wayland compositor and provides a pleasant desktop environment, make CrOS Chrome compile and run on Linux and be usable as a login desktop.

[ozone] Roll libdrm DEPS

DEPS for third_party/libdrm was lagging several versions behind the rev
used in the CrOS sysroots. Update to the version found in CrOS SDK
10731.0.0

[ozone] Support compiling media capture on Linux

Media capture code does not search first in third_party for its
dependency on libdrm. As a result, it could not compile on
standard desktop Linux.

[ozone] Added docs for building/running CrOS/Chrome on Linux

It is possible to build and run CrOS/Chrome on a Linux DRM system
with Nouveau. Add docs describing the approach.
