For the record I marked this as CI because if this is not fixed soon the whirlwind precq bot should be disabled.

Have we thought how to prevent this from happening in the future? Seems weird that the CQ wouldn't catch something like this. This is the second time that whirlwind blocks a CL of mine for an entire day.

Based on the bugzilla discussion, looks like a non-deterministic build due to not declaring all deps. So, that would explain it.
