BuildPackages failed in PreCQ for unrelated change

Issue description

A change in a log string to chromite is causing the ap-security package in https://chromium-review.googlesource.com/c/chromiumos/chromite/+/1082611

whirlwind-no-vmtest-pre-cq: The BuildPackages stage failed: Packages failed in ./build_packages: chromeos-base/ap-security in https://cros-goldeneye.corp.google.com/chromeos/healthmonitoring/buildDetails?buildbucketId=8944901983081738608

Marking P1 since it blocks submitting CLs.

re #5: the CL in the linked bug is attempting to fix this issue and currently in CQ
Looks like the same issue.
Have we thought how to prevent this from happening in the future? Seems weird that the CQ wouldn't catch something like this.

This is the second time that whirlwind blocks a CL of mine for an entire day.

+jclinton Any thoughts as to how this got through the CQ?
Based on the bugzilla discussion, looks like a non-deterministic build due to not declaring all deps. So, that would explain it.
