M66 Stable CPM increase

There's a slight uptake in browser CPM in Mac starting May 20th.

Need to investigate what happened.

I've noticed some issue (https://buganizer.corp.google.com/issues/84194101) with calculating stability CPMs. Just in case if it's related.
