Issue description
This CQ slave failed:
https://luci-milo.appspot.com/buildbot/chromeos/bob-paladin/3226
This is the relevant error:
TestLabException: Not enough DUTs for board: bob, pool: cq; required: 4, found: 3
A preliminary check using dut-status doesn't show any repairs or
failures that would explain the event.

This job rebooted the servo for the CQ DUTs at the time of the
failure:
https://ubercautotest.corp.google.com/afe/#tab_id=view_job&object_id=204494044
The reboot itself happened presumably because of the servo update
that hit the lab for the resolution of issue 846907.
