Steps to reproduce: 
0. Enable slim-navigation-manager
1. Open NTP
2. Go to ndtv1234.com and wait until the load fails
3. Go to facebook.com and wait until the load finishes
4. Turn on airplane mode
5. Go to whatever.com and wait until the load fails
6. Tap on back arrow

Observed behavior: 
Navigation from whatever.com never finishes

Expected behavior: 
facebook.com should fail to load (see the screenshot)
