copy part of URL from the omnibar copy the full url

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36

Steps to reproduce the problem:
1. select part a a url in the omnibar
2. paste the url in a new tab
3. 

What is the expected behavior?
the selected text is pasted

What went wrong?
the full url is pasted

Did this work before? Yes 66

Chrome version: 67.0.3396.62  Channel: stable
OS Version: OS X 10.13.4

I am also having this issue. It seems to happen most when I focus the URL bar, and the dropdown appears with suggestions, however it is not 100% reproducible.

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #67.0.3396.62 and latest canary #69.0.3448.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Selected part of a url in the omnibar.
2. Pasted the url in a new tab.
3. Observed that the selected text is pasted as expected.

vhosune@ - Could you please check the issue on latest canary #69.0.3448.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

while downloading canary (Version 69.0.3450.0), I tried in my browser (Version 67.0.3396.62)
https://www.google.com/chrome/thankyou.html?statcb=1&extra=canarychannel
copy pasting part of the url worked
tried on another tab, it did not work
tried on another tab, it did work
tried on incognito, it did work
tried on canary, it did work


like comment 3, I tried with the suggestion visible and I had the bug
tried on canary, did not have the bug

As per comment #5 we have tested this issue on reported chrome version 67.0.3396.62 and latest chrome 69.0.3451.0 and unable to reproduce this.

@Reporter: As we are unable to reproduce this issue from our end, would it be possible for you to attach screencast for better triaging of this issue.

As per comment#8 this issue is fixed in latest canary. This issue looks similar to  issue 838541  which is fixed in latest canary. Hence merging into it.
