Chrome FR: Office Editing for Docs, Sheets & Slides unable to load HTML file with extension .xls

Project Member Reported by marcore@chromium.org, Jun 1 2018

Issue description

Summary: Customer is using an internal tool where they export excel file (.xls) from an HTML table. They get an error message "Whoops, it looks like we can't open this type of document" as the Office Editing extension does not support such files by design.
extension: gbkeegbaiigmenfmjfclcdgdpimamgkj

Use case / Motivation:
This feature will allow customers, who are using a third-party website application on Chrome, to be able to view and not have issues exporting .xls files that were exported from any types of structures such as from an HTML file that has column and row contents.

Existing workarounds:
on ChromeOS none
