When printing, fixed elements only appear on first page if overflow-x:scroll

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 YaBrowser/18.6.1.209 (beta) Yowser/2.5 Safari/537.36

Steps to reproduce the problem:
1. Open page with html (also in attachment):

<div style="height: 3000px">
<p style="position: fixed; overflow-x:scroll;"> Hello! </p>

</body>
</html>
2. Ask print page
What is the expected behavior?
You should see a print preview with few pages, each containing the world "Hello"
What went wrong?
"Hello" will only appear on the first page
Does it occur on multiple sites: N/A
Is it a problem with a plugin? No
Did this work before? Yes
Does this work in other browsers? Yes
Chrome version: 69.0.3441.0 Channel: n/a
OS Version: 10.0

Able to reproduce the issue on Win-10 and Ubuntu 17.10 using chrome reported version #69.0.3441.0 and latest canary #69.0.3449.0. Issue is not seen in OS-mac. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
