Touch drag issue with single tab

Issue descriptionChrome Version : 69.0.3448.0 OS Version: Windows 10 URLs (if applicable) : Additional requrements: laptop with touch screen (DELL latitude e7240) What steps will reproduce the problem? 1. Open browser with empty or about:blank page 2. Using the touch screen try moving a window by dragging a single tab What is the expected result? Browser window should be moved the same as if dragged by a window title. What happens instead of that? 1. TOUCH_SlowDragByTab.mp4: Window is being dragged, but it's significantly delayed behind the finger. 2. TOUCH_NotDraggingByTab.mp4: When quickly trying to move a window by the tab the drag is either not started at all or quickly cancelled. 3. TOUCH_CancelDraggingByTab.mp4: Sometimes when releasing the finger window could snap to the original position (at around ~00:08 mark) In all these cases everything works perfectly when dragging a window by a window title. All of these three different bugs could happen when trying to drag by the tab, but I haven't yet determined what determines the particular bug variant to manifest.

Able to reproduce this issue on reported version 69.0.3448.0 and latest canary 69.0.3455.0 using Windows10 Surface Pro. This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged. NOTE: In linux unable to drag even by dragging window title
