Opening a duplicate tab gives a continuous loading screen and later 'Aw Snap' error

Project Member Reported by pnangunoori@chromium.org, Jun 1 2018

Issue description

Chrome Version: 69.0.3447.2 / 69.0.3447.0
OS: Mac 10.13.3, Windows 10, Debian Rodete

What steps will reproduce the problem?
(1) Launch Chrome.
(2) Navigate to any URL - Eg.: www.crbug.com
(3) Right click on the tab and click on "Duplicate".

What is the expected result?
Duplicate page should be loaded without any error.

What happens instead?
Duplicate page is not loaded and continuous loading screen is seen. After sometime 'Aw Snap' error is observed.

Unable to provide the per revision bisect details as the script is giving errors and couldn't provide with bisecting ahead.

Thanks.
