Steps to reproduce the problem:
1. Server return js file(utf8-encoding) with cyrillic comments
2. Change something in file with local overrides
3. F5
4. Look at "Changes" tab 

What is the expected behavior?
Changes tab should display only actual changes

What went wrong?
"Changes" tab mark all cyrillic symbols as changed. See screenshot in attachments.
