Sometimes the Termina terminal exists immediately with useradd error

Steps to reproduce the problem:
Launch Termina terminal

What is the expected behavior?

What went wrong?
This some times happens but it works again after reboot

I get the error when launching Termina terminal

useradd: UID 1000 is not unique (check screenshot)

Did this work before? Yes 

Chrome version: 68.0.3440.4  Channel: dev
