Regression:Question mark is observed on 'Search Engine Optimization' section after performing audit.

Issue description

Chrome Version: 69.0.3447.0 (Official Build)Revision ec57e30ccad35465163bffcc3860ac8b30a6fb33-refs/branch-heads/3447@{#1} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.6).

Test URL:https://www.google.com/gmail/about/#

Steps to reproduce:
1. Launch chrome and navigate to above URl.
2. Run audit and observe 'Search Engine Optimisation'section


Actual Result:Question mark is observed on  'Search Engine Optimization' section after performing audit.
Expected Result: Recorder activity should be seen properly for 'Search Engine Optimization' section after performing audit.

This is regression issue broken in ‘M-69’ and providing per-revision bisect info below:
Good Build:69.0.3446.0(Revision:563012)  
Bad Build:69.0.3447.0(Revision:563478)

You are probably looking for a change made after 563120 (known good), but no later than 563121 (first known bad).
CHANGE-LOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.
