Regression: Sub-page appears chopped from bottom in chrome://settings/content page

Issue description

Chrome Version : 69.0.3447.0 (Official Build) Revision ec57e30ccad35465163bffcc3860ac8b30a6fb33-refs/branch-heads/3447@{#1} (32/64-bit)
OS: Win (7, 8, 8.1, 10)

Steps to reproduce:
1. Launch chrome, navigate to chrome://settings/content page and scroll down the page.
2. Now click any of the last 4-5 contents of the page and Observe.

Actual Result: Sub-page appears chopped from bottom.
Expected Result: Sub-page should be seen properly.

This is Regression issue broken in 'M-69’ and providing the bisect info below:

Good Build: 69.0.3444.0 (Revision: 562314)
Bad Build:  69.0.3445.0 (Revision: 562690)

Investigating this issue, lowering priority since this is an animation issue in an uncommonly used part of settings. The issue that caused this regression is fixing another animation issue in a more high profile part of the code, so it should be merged to 68, which will cause this issue to surface there as well.
Status: WontFix (was: Started)
This should no longer be an issue, since page/subpage animations have been removed, see  issue 907333 .
