[Googler Mobile Feedback] History menu should be present in overflow menu even when all tabs are closed

What steps will reproduce the problem?
(1) Launched Chrome.
(2) Close all tabs.
(3) Tap on Chrome settings.
(4) Observe menu

What is the expected result?
'History' option should be present in menu.

What happens instead?
'History' option is not present in menu.

+nickrad@ - it'd be good to think about what's in our tab switcher vs regular menu and whether it makes sense to pull more items into the tab switcher menu.
