Two-finger scroll with a touchpad doesn't work on some pages

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36 Steps to reproduce the problem: 1. Open https://blog.cloudflare.com/today-we-mitigated-1-1-1-1/ 2. Wait for the page to load 3. Try to scroll What is the expected behavior? Scrolling works What went wrong? Browser doesn't react to two-finger scroll and the page is not being scrolled Did this work before? Yes Chrome 66 Chrome version: 67.0.3396.62 Channel: stable OS Version: 10.0 Flash Version: My laptop has a precision touchpad. Windows 10 1803 with latest updated is installed. All drivers (incl. GPU, touchpad) are updated. Workaround: Sometimes it helps to move the scroll bar manually up and down. After this manipulation (sometimes) two-finger scrolling starts to work on an already loaded page where it didn't work previously. This issue is reproduced only on a certain set of websites but I'm not sure what these websites have in common to cause such behavior. Attaching chrome://gpu output just in case.
