[Audits]: White patch is seen for SEO option upon scrolling horizontally.

Chrome Version: 69.0.3442.0 (Official Build) Revision 562d9e7e30299e5cf807d4e5f31f271f64b8cd50-refs/branch-heads/3442@{#1} (32/64 Bit).

OS: Windows (7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6).

Steps to reproduce:
1. Launch chrome, navigate to NTP and open dev-tools.
2. Perform Audit  to record activity and resize devtools panel towards RHS.
3. Scroll horizontally and observe SEO option.

Actual Result: White patch is seen on 'SEO' option upon scrolling horizontally.
Expected Result: White patch should not be seen on 'SEO' option upon scrolling horizontally.

This is a Non-regression issue seen from ‘M-69’ series build #69.0.3447.0.

Note: Will soon update Linux OS behaviour.

Issue is also seen on Linux (14.04 LTS) OS.
