Regression: Audit recorded activity is seen shifted towards RHS.

Issue description

Chrome Version: 69.0.3447.0 (Official Build) Revision ec57e30ccad35465163bffcc3860ac8b30a6fb33-refs/branch-heads/3447@{#1} (32/64 Bit)

OS: Win(7,8,8.1,10).

Steps to reproduce:
1. Launch chrome, navigate to NTP and open dev-tools.
2. Perform Audit and then dock devtool window to bottom.
3. Observe.

Actual Result: Audit recorded activity is seen shifted towards RHS. (i.e. Extra space is seen on LHS of dev-tools recorded activity).
Expected Result: Audit recorded activity should not be shifted towards RHS.

This is a regression issue, broken in 'M-69', and below is the bisect provided using per-revision script.
Good Build:69.0.3446.0 (Revision: 563012)
Bad Build: 69.0.3447.0 (Revision: 563478)

You are probably looking for a change made after 563120 (known good), but no later than 563121 (first known bad).

Issue is also seen on Linux (14.04 LTS) and Mac(10.12.6, 10.13.1, 10.13.6)OS.

Ah, we decided to deliberately center the report within the DevTools panel. So this is intentional.
