With UI Refresh flag enabled

What steps will reproduce the problem?
(1) Open 1 incognito and 1 non-incognito tab
(2) Open the TabGrid from the incognito tab
(3) Switch to the non-incognito TabGrid
(4) Tap OK

What is the expected result?
The button should be disabled or tapping it should open the non-incognito tab.

What happens instead?
The incognito tab is opened.
