Focus is in the search box in the middle of the page on start up

Reported by slynder...@gmail.com, Jun 1 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3446.0 Safari/537.36

Steps to reproduce the problem:
1. On some devices, but not others, when I start up Chrome, the focus is in the Google search box in the middle of the page.

What is the expected behavior?
The focus should be in the omnibox

What went wrong?
Focus is in the search box in the middle of the page.

Did this work before? Yes 66

Chrome version: 67 Channel: stable
OS Version: 10.0
Flash Version:

This is inconsistent. It might be an experiment, though I can't find any mention of it.
