Issue descriptionFor refresh, we should consider two facets of the logic in Windows10CaptionButton::OnPaintBackground() for the New Tab Button: * Consider whether the NTB ink drop should use COLOR_BUTTON_BACKGROUND * Consider whether we should paint IDR_THEME_WINDOW_CONTROL_BACKGROUND behind the ink drop (maybe not on Mac?)
