Some tests aren't getting compositor frames

Some tests failed when the UI paint timeout was set higher (5s). It looks like frames were never getting drawn in those tests, so waiting made them time out.

One failing test:
NativeAppWindowCocoaBrowserTestInstance/NativeAppWindowCocoaBrowserTest.Maximize/1
