MacViews-Browser / MD-Refresh: It is no longer possible to drag a window at the bottom part of the Tabstrip

Project Member Reported by meh...@chromium.org, May 31 2018

Issue description

Chrome Version: Canary 69.0.3446.0
OS: macOS 10.13.4

What steps will reproduce the problem?
(1) Enable MacViews-Browser & MD-Refresh
(2) Open two tabs, so that you leave the single tab mode
(3) Try to move the window by dragging it at the bottom part of the Tabstrip

What is the expected result?
The window should be draggable.

What happens instead?
The window isn't draggable at the bottom area.

A screenshot and a screencast is attached.

I noticed this after the following change: https://chromium-review.googlesource.com/c/chromium/src/+/1029173

Thanks
Mehmet
