Video controls painted over sticky header but video behind it

What steps will reproduce the problem?
1. Scroll down such that the header overlaps with the video posted in comment #6

What is the expected result?
The header should appear over top of the controls and play button

What happens instead of that?
The video content and controls sandwich the sticky layer between them.

possible.

Present since at least M-63. The issue seems to be with the controls themselves. Could someone with insight into how those are styled look into why they might be painting over the header?

Able to reproduce the issue on chrome reported version# 68.0.3438.3, latest stable# 67.0.3396.99 an don latest chrome# 69.0.3479.0 using Mac 10.12.6, Windows-10 and Ubuntu 14.04. As this issue is seen from M-60, hence considering this issue as Non-Regression and marking it as Untriaged.
