Auto focused input elements can prevent Omnibox from being reached

Issue description

Chrome Version: 68.0.3440.7
OS: 8.0
Device: Any

What steps will reproduce the problem?
(1) In VR browsing, browse to any random sites to create a little history, then go to https://jsfiddle.net/fsbhjy9t/1/
(2) Click on the search bar on the Wikipedia section of the page.
(3) Enter some text and hit enter. (Note that the keyboard is dismissed and Wikipedia page displays the search results.
(4) Press the back navigation button multiple times.


What is the expected result? The user can navigate back multiple pages without interruption.

What happens instead? After pressing back once, the keyboard automatically appears, hiding the back button.

@Gordon,
Could you please take a look? It looks that the behavior is identical to what happens in 2D. However, when in VR, the keyboard covers the back button. It is not clear to me if we should consider this as a bug.

@Gordon, any thoughts?
