Wayland + Vulkan support?

Do we want to support Wayland + Vulkan?

Right now Vulkan works on X11. But we would need to get a Wayland surface if we are to support Wayland.

We do not have any Wayland test bots. But perhaps the Cast team does and cares about this?

Investigate.

it can be related to ozone/wayland efforts as well.

spang@ -- I've been thinking a bit about Ozone + Wayland. Right now, the Wayland code lives inside Ozone. But sometimes Ozone can dip back into the Vulkan init code, like for X11.

I feel like it would be nice to move the Wayland init into the Vulkan init as well. What do you think?
