Consider adding Scroll-position metrics independent of EoC

It would be useful to start recording scroll-position data, and we've been thinking about doing this as part of EoC.  However, even if EoC is disabled we would probably find this scroll-position data valuable, so we should probably collect it independently of Explore on Content.  See issue 843660 for the EoC version of this work request.

We could add a UMA percent histogram for the most advanced scroll position the user got to on each tab.  We could also add a UKM metric, which would allow us to correlate individual pages with how much folks read on them.

Becky's working on some Jardin stuff while we sort out next steps for the EoC UI. P3 tasks don't technically need owners, so I suggest we just leave it unowned for now :)

Adding Hotlist-EoC-MVP so we scoop this up in the next EoC bug triage.
