Content setting bubble UI - Hide parts of the URL

Essentially:
1. For the current site "always allow pop-ups and redirects from X", just show the eTLD+1.

2. For the blocked URLs, just show the eTLD+1 + path

Summary: Content setting bubble UI - Hide parts of the URL (was: Popup block UI - Hide parts of the URL for the desktop UI)
Changing description since all the content setting radio buttons use this view of the URL for both (1) and (2).

hwi: Is it the position of the UX team that all the content settings should change here?

c1 - changing the URL view for all content setting bubbles seems ideal.

Before we make changes, I'll need to do some audits and clarify the desired changes because I'm unclear why we have different outcomes today.
