Unable to scroll using the trackpad with the new Chrome 67 update

Issue description
Chrome Version : 67.0.3396.62
OS Version: 10.0
URLs (if applicable) : All pages
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari:
Firefox: OK
IE/Edge: OK
What steps will reproduce the problem?
1. Open a webpage
2. Try to scroll a page while swiping two fingers up and down using my laptop trackpad
What is the expected result?
Scroll smoothly
What happens instead of that?
Every thing is jerky. Sometimes, it scrolls just a little bit, but most of the time, it doesn't scroll at all.
Please provide any additional information below. Attach a screenshot if
possible.
The problem only occurs on Chrome. No other browsers or Windows application have this problem. It only happens since the last Chrome 67 update.
