sqlite: upgraded package to upstream

Upgraded dev-db/sqlite to version 3.23.1 on all.

BUG= chromium:848301 
TEST=With FEATURES=test in a `ulimit -S -n 2000` subshell.  SQLite's
oserror-1.1.x tests exercise error handling when the process runs out of
available file descriptors using a fixed limit that is too low to get
triggered on Debian Testing's default (reported upstream).
