Black bar on bottom of screen

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
The bar randomly shows up

What is the expected behavior?
No black bar

What went wrong?
It appears every once in a while, Once there it wont go away untill a full reboot

Did this work before? N/A 

Chrome version: 67.0.3396.62  Channel: stable
OS Version: 10.0

Unable to reproduce the issue on chrome reported version# 67.0.3396.62 using Windows-10. Launched chrome reported version and didn't observed any black bar at the bottom of the screen.

We were unable to reproduce this bug on latest canary #72.0.3618.0 on Windows(7,8,8.1,10) OS.
