Regression:User name gets auto filled even after it is deleted from chrome://settings/passwords

Issue description

Chrome Version: 69.0.3446.0 (Official Build) Revision 9850f1f2cffb7b4e0b4ea26fd6fb94048a911cd5-refs/branch-heads/3446@{#1}(32/64 bit)
OS: Mac(10.12.6,10.13.1), 10.13.5(Macbook Pro Touchbar), Windows(7,8,8.1,10) and Linux(14.04) OS

What steps will reproduce the problem?
(1) Launch Chrome, navigate to www.gmail.com and Sign in with valid credentials.
(2) After navigating to gmail, Save the gmail password to chrome by clicking on 'Save' button of password bubble.
(3) Go to chrome://settings/passwords and remove the saved password.
(4) Sign out from gmail and also remove the account from chrome , now click on the username textfield and observe.

Actual Result: User name gets auto filled even after it is deleted from chrome://settings/passwords
Expected Result: User name should not get auto filled after it is deleted from chrome://settings/passwords

This is regression issue broken in ‘M-67’ and providing the bisect using per-revision bisect,
Good build: 67.0.3366.0(Revision: 541889)
Bad build : 67.0.3367.0(Revision: 542330)

You are probably looking for a change made after 541928 (known good), but no later than 541929 (first known bad).

CHANGELOG URL:

If only username was autofilled, it works as intended. It is not the password manager who autofills, but Autofill component. 

Could you please check whether password was autofilled too?

 
Update with respect to Comment #1:

Yes, observed that only username gets auto filled and not the password, so it might be the Autofill component. Before r541929, username autofill suggestions were not displayed after deleting the username/password from chrome://settings/passwords and removing the account. Pardon me if it is an intended change.
