[TTS] Touch to Search not triggering in M-66 (user report)

Issue description

Steps to reproduce the problem:
Don't know

What is the expected behavior?
Maybe a software update

What went wrong?
Whenever we try to touch and search it does not work

Did this work before? Yes It didn't work 

Chrome version: 66.0.3359.158  Channel: n/a
OS Version: 6.0.1
Flash Version:

ambetkarj@gmail.com it would be helpful to have more information.  Please update this bug.

Are you saying that "Touch to Search" is no longer working on any page?  This is using the tap gesture, not longpress, right?  Does it activate for longpress (press and hold for more than a second)?  Does it work if you tap a second time within a few seconds on the same word?

chelamcherla@chromium.org, note that there is an experiment in effect that suppresses triggering on Tap gestures (for 1% of users on Chrome Stable) that may be causing this.  In these cases, a second tap within a couple of seconds should trigger the feature.
