Non-Regression: Unnecessary '...' is seen instead of title for any app folder

Issue description

Chrome Version: 67.0.3396.67/10575.51.0 beta-channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Click on App launcher, open any folder and name it with some long name and when text continuation(...) appears remove the letters and observe (Refer video)

Actual: Only text continuation is seen.
Expected: Instead, the remaining letters should be seen as title.

This is a Non-Regression issue seen from M62

It seems WAI, +sgabriel@ for confirmation.
No for some reason the "..." is considered a character rather than a ellipsis and when you remove letters before it, it stays even without any reasons for it to be there, see video starting at 0:35.
Re #2, what should be the expected behavior? Should we hide the "..." when the textfield is focused and show it when it is unfocused?
Deleting characters should reveal the remaining ones. "..." is only there if there's an overflow.

The maximum characters is 28 for folder on ToT. So this issue should be fixed by https://chromium-review.googlesource.com/1176643.
