OS: Mac 10.13.5 (Macbook Pro Touchbar)

Steps to reproduce:
1. Launch chrome, open DevTools window and select "Console" section.
2. Now type any long text in "Filter" textbox and Observe.

Actual Result: I-beam pointer is lost after typing long text in 'Filter' textbox.
Expected Result: I-beam pointer should not be lost after typing long text in 'Filter' textbox.

This is regression issue broken in ‘M-68’ and providing the bisect info below:

Good Build: 68.0.3439.0 (Revision: 561389)
Bad Build:  68.0.3440.0 (Revision: 561733)

You are probably looking for a change made after 561683 (known good), but no later than 561684 (first known bad).
