[DevTools] Default focus issue is observed on ‘Audits’ section.

Chrome Version: 69.0.3446.0 (Official Build)Revision 9850f1f2cffb7b4e0b4ea26fd6fb94048a911cd5-refs/branch-heads/3446@{#1} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and go to 'Audits' section and observe.

Actual: Default focus doesn’t seen on ‘Run audits’ button.
Expected: Audits page should scroll to bottom end and default focus should seen on ‘Run audits’ button.

NOTE: 
1. This issue is only reproducible for first instance.
2. Default focus is seen on ‘Run audits’ button when we move to 'Audits' section second time.

This is a non-regression issue, seen from M-68 series as Audits2 UI is introduced from build # 68.0.3434.0

 Issue 812584  has been merged into this issue.

we invested in  issue 812584  and the fix is complex and gets into how devtools manages focus. will address later on.
