Unable to sign in into browser after enabling 'network service' flag.

Issue description

Chrome Version: 69.0.3446.0 Revision 9850f1f2cffb7b4e0b4ea26fd6fb94048a911cd5-refs/branch-heads/3446@{#1}
OS: Windows(7,10,8,8.1)

Precondition: Enabled 'Enable network service' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome, click on avatar icon and click on 'Sign into Chrome' button.
(2) Enter valid crendentials and observe.

Actual: Unable to sing in into browser after enabling flag.

Expected: should be able to sign in into browser.

Above issue is non-regression issue, seen from M69(#69.0.3441.0)

Note: Issue is not seen on Mac and Linux OS.
Status: Untriaged (was: Unconfirmed)
As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

I suspect that the things that use SigninClient::GetURLRequestContext are likely culprits here, 843205 touches a few of them, but I plan on looking at the rest once that finally gets out of review purgatory.

Update:

Rechecked the above issue on Windows(7,10)OS using latest Chrome Canary build #70.0.3535.0 and observed that the issue is fixed.Kindly refer the attached screencast for the same.
