Regression: Bubbles are seen slightly shifted upwards.

Chrome Version: 69.0.3446.0 (Official Build) Revision 9850f1f2cffb7b4e0b4ea26fd6fb94048a911cd5-refs/branch-heads/3446@{#1} (32/64 Bit)
 	
OS: Win(7,8,8.1,10).

What steps will reproduce the problem?
1. Launch chrome, navigate to https://permission.site
2. Click on Notification and observe the permission bubble.

Actual Result: Bubble is seen slightly shifted upwards.

Expected Result: Bubble should not shift upwards.

This is a regression issue, broken in M-69  series, and will soon update other info.

You are probably looking for a change made after 562941 (known good), but no later than 562942 (first known bad).

Bret Sepulveda@: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note: 1. Issue is also seen on Linux (14.04 LTS) and will soon update Mac behaviour as soon as build is available.
      2. Unable to see bubble top border properly as it overlaps omnibox.

Update w.r.t MAC OS:

Issue is not reproducible on Mac (10.12.6, 10.13.1, 10.13.5) OS.

Hmm you're right, something about the anchoring changed. I'll take a look.
