Navigating headings in Google dox.

Issue description

Version: 66.0.3359.181
Reproduction Steps:

I can no longer navigate by headings in Google dox, is it something I have turned on or off, or something you have changed?

There are two ways to navigate by heading in a google doc.

With braille mode enabled, search+h and search+shift+h will work.
If braille mode is disabled, you will have to use the docs accessibility shortcut for moving by heading:
Next heading: alt+ctrl+n, alt+ctrl+h
Previous heading: alt+ctrl+p, alt+ctrl+h

You can find these commands under the accessibility > headings menu. Alt+a, h

If these do not work, please file another issue with the exact steps you used to navigate by heading.
