Steps to reproduce the problem:
As a part of  crbug.com/847325  the SingleClientSessionsSyncTest.ReuseExistingTabNodesOnRestart test was created. Currently it does not work properly if SyncUSSSessions feature is enabled because SessionSyncBridge does not support restarting.
