Video size wrong after change bitrate

Issue descriptionSteps to reproduce the problem: 1. Visit index.html in the test case 2. Tap the screen to start play 3. The test case will reproduce the issue automatically What is the expected behavior? What went wrong? After change bitrate and seek, the new bitrate is playing on the top left with a frozen frame on the background. Did this work before? No Does this work in other browsers? N/A Chrome version: 66.0.3359.158 Channel: stable OS Version: 7.0.0 Flash Version: According to our test, this only happens only on some devices(P9 and mate8) with android version under 8.0.
