[Video capture] Add test case for camera getting plugged in and unplugged

Issue description

There is currently no test coverage (automated or manual) that covers use cases where external cameras get plugged or unplugged from the machine.

This can cause regressions to go unnoticed until they reach the stable channel.

Automated testing of such use cases is probably very difficult, because it would require simulating OS-level or driver-level events. A more feasible solution might be to add use cases to a manual test plan.

This would ideally be added for all platforms.

phoglund@: Do our current test plans for manual testing already have tests where external cameras get plugged in and unplugged? If not, would it be possible that we add some? I would be happy to think a bit more detailed on specific test cases that would make sense to cover.

I had an idea for a Lego mindstorms robot that would yank out and put in USB cables, but that was never done :) Joke aside, Christoffer, what do we have?

There is a way you can simulate cables being "yanked" by changing the power states on the USB ports. Not sure if that is viable for all platforms and I know this has changed on Linux since I did it pro-grammatically a few years ago.
