Pinpoint should stop passing --output-format=histograms and let run_performance_tests do it mandatorily instead. But we should wait a few months to make sure that we probably won't bisect over revisions where we were still using the whitelist system for the histogram pipeline.

Once this is fixed on the Pinpoint side, we'll be able to delete a bit of code in run_performance_tests. I'll take an action item to fixup the TODOs to refer to this bug.
