Now that we have the new logic for enabling dark resume in powerd. This is a tracker bug to enable the lucid sleep once again on poppy.

Things to be addressed before enabling.

1. Making sure all user triggered wakeup sources are properly recognized on a eve.
2.  make sure we pass suite:wifi_lucidsleep and in particular network_WiFi_WakeOnDisconnect and that eve regularly run those tests in the lab so we can follow regressions
