Steps To Reproduce:
(1) Open chrome://settings/display?search=resolution
(2) Click on a notch in the slider, attempt to drag to another notch.
(3) Resolution changes instantly, causing the slider to jump to the far-left or far-right notch.

Expected Result:
The resolution doesn't change until the click is released.


Actual Result:
The resolution changes instantly.
