Disable guest user browsing

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?

What went wrong?
I used to be able to disable the guest user by reverted the UI back to an older version by doing the following, but this doesn't seem to work any more. To disable the guest user browsing, you need go to chrome://flags and disable the "Enable Material Design settings" flag. Then you will be redirected to old UI of settings, from there you can disable the guest browsing.

How can I disable the guest user now?

billjworley: I'm adding the appropriate labels to that this question gets redirected to the right people, and I'm dropping security related flags as this is not a vulnerability.
This is  Issue 747952 , which was deemed Working-as-Intended.
